The REHIS Scottish Certificate for Personal Licence Holders; Refresher is a mandatory qualification for anyone who already holds a Personal Licence and must complete refresher training within the statutory timescales of the Licensing (Scotland) Act 2005. The course ensures licence holders remain fully up to date with licensing law, legal responsibilities, and the safeguards designed to protect public health, safety, and community wellbeing.
This refresher qualification reinforces the essential knowledge required to authorise alcohol sales responsibly, manage licensed premises effectively, and comply with national and local licensing conditions. It offers a concise yet comprehensive update, with a minimum teaching time of 3 hours, tailored for experienced professionals who must refresh their certificate to maintain their licence.
Qualifications
Upon successful completion, candidates will achieve the following awards;
- Royal Environmental Health Institute of Scotland (REHIS) - Scottish Certificate for Personal Licence Holders; Refresher (SCPLH)
Delivery
The refresher course is delivered as a short, focused training session, typically completed in a single sitting in person. With a minimum teaching time of 3 hours, it provides an efficient route to updating the required licensing knowledge before completing the assessed component to maintain a valid Personal Licence.
Candidates may be offered the opportunity to join a new licence holder's course. Candidates would undertake the SPLH refresher exam, and there would be no change to the refresher candidate fee in the event of this.

Entry requirements
This course is exclusively for learners who already hold a Personal Licence and must complete mandatory refresher training within the timeframe set out by licensing law. Personal Licence Holders must complete the refresher qualification every 5 years and submit evidence to their Licensing Board.
Learners should bring valid photographic identification, as required to verify identity for certification. Professional experience in any licensed premises setting is assumed, and learners are expected to have existing knowledge of alcohol licensing legislation.
Progression opportunities
After completing the SCPLH Refresher, learners can:
- Maintain the legality of their Personal Licence, preventing suspension or revocation by their Licensing Board.
- Continue in roles that require authorisation of alcohol sales, such as bar or restaurant management, retail supervision, hospitality leadership, and venue operations.
- Progress to further specialist training in licensing compliance, alcohol retailing, or wider hospitality management qualifications.
The refresher ensures licence holders remain compliant and knowledgeable in an evolving regulatory environment.
Application and Interview Process
All applications will be carefully reviewed by the delivery team to confirm that eligibility criteria and entry requirements are met. Admission to the course is based on these checks and will be at the discretion of the centre.
Successful applicants will be formally enrolled and provided with a confirmed start date to begin their award.

The SCPLH Refresher syllabus revisits and updates all key areas of Scottish licensing law, responsibilities, and enforcement. Topics include:
Updated awareness of the Act and the purpose of Scotlands licensing system.
Preventing crime and disorder; securing public safety; preventing public nuisance; protecting and improving health; and protecting children and young people from harm.
Responsibilities and functions of Licensing Standards Officers, Licensing Boards, and enforcement bodies.
Understanding operating plans, layout plans, risk assessments, mandatory/local conditions, and the differences between Premises Licence Holders, Premises Managers, and Personal Licence Holders.
National and local licensing conditions, alcohol pricing, promotions restrictions, and club requirements.
Statutory staff training duties and essential documentation requirements.
Laws on sale, purchase, consumption, supervised sales, proof of age schemes, and age verification policies.
Drunkenness, disorderly conduct, police interventions, reviews, sanctions, and closure orders.
Offences linked to premises, personal licences, purchase and consumption by under 18s, and failure to comply with licence conditions.
This curriculum ensures licence holders fully understand the latest legal requirements and best practice standards for responsible alcohol retailing.
